Builders and the RWA Federation GZB meet in the Conference Room of the GDA

6 Jul 2011, Conference Room of the Ghaziabad Development Authority : A meeting of the Select Builders and the Representatives of the RWAs which represent the Multistorey Societies met today under the aegis of the RWA Federation Ghaziabad to resolve the pending issues of contention after a long persuasion. The Superintending Engineer and the Nodal Officer Shri R S Diwakar presided over the meeting where in the following were present :-
  1. Shri R S Diwakar, Suptd. Engr and Nodal Officer of the GDA
  2. ShriSCGaur-TownPlanner
  3. Shri Niraj Gupta- Asst Engineer
  4. Shri L S Shukla-Executive Engineer
  5. About a dozen other Engineers of the GDA
  6. Builders Representatives from SVP Builders, Ansal Builders, Nirala Builders, JNC Construction Pvt Ltd,Gaur Homes, Gulshan Homes, Niho Construction, Msrs Shipra Construction, G C Santrum, Gaur Sons India Ltd etc
  7. RWAs from Eden Park, Princes Park, Ram Prastha, Shipra Suin City, Asiana Green, Ahinsa
     Khand 2, Arunima Palace, Gaur Homes, Gulmohar Enclave, Rajni Gandha Aptmt, Aditya Mega
    City, G C Santrum, etc
The Chairman of the RWA Federation Ghaziabad Col Tejandra Pal Tyagi brought out that as sequel to the UP Apartment Act 2011, the Builder is bound to give full details of the approved plan to every occupant, return the security deposit, obtain Completion Certificate before giving possession of the Flats, hand over the Society to the respective RWAs and provide total common facilities as promised at the beginning of the Project. There is a brazen breach of these provisions and the Occupants are feeling cheated, exploited and helpless. It is for this reason and with a view to giving a common platform for grievances redressal that this meeting was arranged after a lot of homework. After due deliberations and thought, following decisions were taken :-
  1. Niho Scottish Garden :  The Builder agreed to get the Lifts  repaired by 10 Sep and all other issues will be sorted out by 30 Nov.
  2. Rajnigandha Apartment : The Builder agreed to provide the handing / taking over documents with  the RWA  with in a week.
  3. Gulmohar Enclave :  The Builder agreed to return the Security Deposit after adjusting a small part for the maintenance he has done with due consultations with  the RWA.
  4. Gaur Homes : The Builder agreed to recgnise the RWA and will take steps to hand over the society to the RWA.
  5. Shipra Sun City : The Builder agreed to relocate the Transformer as shown in the original plan and he also agreed to provide sufficient pathway near the OHT for the movement of the Fire Tenders.
  6. New Panchwati Colony : Shri RS Diwakar ordered the concerned JE to take immediate steps to prevent further construction of multistorey flats on single units. He also agreed to provide a list of the unauthorised colonies in the City which need to be authorised.
  7. Princes Park : Builder agreed to hold a meeting with the RWA on 18 Jul to thrash out the contentious issues. The GDA ordered immediate ceiling of the micro Towers erected by the Builder on the high rise buildings.
  8. Ahinsa Khand 2 : It was brought out that GDA collected about Rs 100 Crore for the External Development Charge but no such work has been done. The GDA accepted that about Rs 34 crore has been collected towards external development charge and estimates for about Rs 7 crore are in the pipe line for tendering.
  9. G C Santrum : It was brought out that TDS in water in this colony is 4200 instead of acceptable limit of 80. Builder has collected one crore  to provide a softening plant which is getting rusted and beyond economical repair. The Builder had to agree to take corrective action before 31 Jul.
  10. Eden Park : The Builder had to agree to reduce the maintenance charge from Rs 1.50 per square foot to Rs 1.10 per Square foot. The Builder was also asked to get the Lift alarm system repaired, provide an office for the RWA, return the security deposit and hand over the community center etc.
